Minutes of Meeting
Town of Monson
Board of Assessors
Wednesday January 27, 2010
Members Present: Chairman Russell Bressette Jr., Assessors Craig Benoit and Allan Curtis
Members Absent:  
Attendees: Finance Director Deborah Mahar, Tax Collector Dorothy P. Jenkins, and Consultant from Bishop & Associates Roy Bishop
Principal Assessor: Ann P. Murphy
Open the Meeting:  The meeting was called to order at 11:30am.

Accept the Minutes:  A motion was made by Allan and seconded by Craig to accept the January 6, 2010 minutes as written.  The motion passed unanimously.

OLD BUSINESS:

Uncollectable Excise: Deborah Mahar and Dorothy P. Jenkins discussed the issue of uncollectable motor vehicle excise taxes with the Board of Assessors.  They explained that the taxes are not being abated, but are being removed from the ledger in order to settle the levy, and that the bills will remain marked at the Registry of Motor Vehicles.  The Board of Assessors said that they would like to review the 2004 IGR #209 and a draft to amend the process from “an Abatement of Tax” to “a Settlement of Levy.   They will review it at the next meeting.

Chapter 59 Section 61A request:  The Board of Assessors have reviewed this document and have stated that office policy will be to send a Chapter59 Section 61A request for any abatement application, except for those applications pertaining to clerical issues.

Warren Group: The Board reviewed the letter from the Warren Group regarding the fee schedule for our database.  The Board instructed the Principal Assessor to get an updated fee schedule for public records.  They will review this at the next meeting.

CJ’sRestaurant:  The Board reviewed a letter from the Health Inspector.  The Board agreed that the functional obsolescence will be removed and the property will be assessed at full value for FY2011.

NEW BUSINESS:

Warrants:  The Board voted to approve and sign the following Warrants:
  • 2010 Motor Vehicle Excise commitment 01 in the amount of $640,466.25
  • 2009 Motor Vehicle Excise commitment 07 in the amount of $4,815.54
  • 2009 Motor Vehicle Excise re-commitment 03A in the amount of $505.83
  • 2008 Motor Vehicle Excise re-commitment 06A in the amount of $500.00
  • 2007 Motor Vehicle Excise re-commitment 06A in the amount of $243.75
Abatements:  The Board voted to approve the following Motor Vehicle Abatements:
  • 2009 abatements in the amount of $279.07
  • 2008 abatements in the amount of $62.29
Abatements:  The Board voted to approve 1 Personal Property Abatement and 3 Real Estate Abatements.  The Board voted to deny 1 Real Estate Abatement.

Exemptions: The Board voted and approved the following exemptions:
  • 1 Elderly exemption clause 41C in the amount of $750
Apportionments:  The Board signed two apportionments for Real Estate Taxes.

Statutory Exemption:  The Board reviewed the Exemption and requested the Principal Assessor to gather more information for the next meeting.

Revaluation FY2011:  The Board met with Roy Bishop from Bishop & Associates.  Mr. Bishop discussed the upcoming triennial recertification for the Town of Monson and what is required of us by the DOR.  He discussed the timeline for getting the data collection done, data entry done, and  analysis and reporting done in order to have a timely submission of values to the DOR.

The board was updated on all miscellaneous items


NEXT MEETING: The next meeting has been scheduled for Thursday, February 25, 2010 @ 11:30 a.m.
